Polyfoam and Caulk Instead of Mortar

This is a small wall attached to the foundation wall shown to the right.  More poly-foam has been used in try to secure the wall.  In addition to that, the gray material is corded foam insulation manufactured to fill gaps around windows and doors.  Filling gaps in oncrete blocks may not be the best application of that product in any foundation wall, here in Arlington Virginia, or anywhere.
